An organisation often said everyone could speak up about difficulties. Yet employees found the practical process unclear. They did not know who would read feedback or how it might affect relationships. An internal discussion showed openness could not be just an invitation. It needed understandable, trusted routines. The organisation described channels for different questions and how follow-up would work. They also discussed leaders' reactions to uncomfortable issues. A calm answer was insufficient if the problem was never examined. Employees needed to see their approach mattered. A speaking-up culture is built through many small actions over time. It can weaken when formal arrangements and actual experience pull in different directions. Giving people language for concerns is therefore only part of the task. There must also be a recipient willing to listen and take responsibility for what is said.
